CARTS Seatbelt Policy

Policy Statement:

To ensure the maximum safety and well-being of all individuals, CARTS requires that every passenger utilize the provided lap and shoulder seatbelt restraint systems whenever the vehicle is in operation.

Scope:

This policy applies to all paratransit, micro-transit, and fixed route vehicles owned, leased, or operated by CARTS that are equipped with seatbelt assemblies for all seating locations. Contracted services provided by CARTS will require the concurrence of the party purchasing the service.

Requirements:

Passengers:

  • All passengers must use both the lap belt and shoulder harness when provided.
  • All passengers, regardless of age or seating location, are required to buckle up before the vehicle departs and remain restrained until the destination is reached.
  • Passengers who do not comply will be required to exit the vehicle and will not be transported.

Mobility Devices:

  • Use of the securement system for the wheelchair or device itself is mandatory!
  • Passengers utilizing wheelchairs or other mobility devices are required to use the provided integrated seatbelt and shoulder harness system, if the vehicle is equipped with seatbelts for all passengers.

Exceptions:

Exceptions are permitted only as defined by Texas law, including those with a valid written medical exemption from a licensed physician.

Enforcement:

Failure to adhere to this policy may result in the suspension or loss of riding privileges.

Implementation:

This policy will be communicated through signs in all vehicles and public announcements on all social media outlets.

The effective date of this policy is March 2, 2026.
