Changes to CARTS District Boundaries are coming
The proverbial “other shoe” dropped on Monday, March 26th --the one that we had been waiting for, the final U.S. Census report on urbanized area determinations. Why this matters to us is because it changes the size of our District as parts of it urbanize and become ineligible areas for CARTS to use its RURAL transit funds (Capital Area RURAL…).
Georgetown, San Marcos (including part of Martindale) and Kyle became urbanized areas, so they will no longer be in our RURAL district. These communities will receive funding directly (or through Capital Metro) to provide transit services, not through CARTS.
How will this change CARTS? What will happen to our customers in these areas needing rides?
Short answer, we expect that not much will change in the coming CARTS fiscal year (Sept 1 2012-Aug 31 2013) as we have been dealing with the issue beforehand with both Georgetown and San Marcos, and to some degree, Kyle. The Texas Department of Transportation, the Federal Transit Administration, Capital Metro and CARTS are all actively engaged in looking for solutions that will prevent any disruption of service to our customers.
The "new" map of the CARTS District, and the ever-growing urbanized core tells the story. In coming weeks we will provide updates and discuss the changes and the effect, if any, on our customers.
Some press reports on this subject have caused uncertainty to our customers, but be assured that we and others are working everyday on this, and we will keep you informed as we work through processes to arrive at workable solutions.
CARTS will no longer provide transportation for the City of Round Rock
Effective June 1, 2012 – CARTS will no longer provide transportation for the City of Round Rock
The CARTS Board of Directors and staff would like to thank all of our Round Rock customers for their patronage over the past 30 years. Beginning on June 1, 2012 CARTS will no longer provide local transportation in the City of Round Rock. This service will now be provided by Star Shuttle. To schedule a ride with Star Shuttle, riders can make a reservation by calling 512-244-7433.
In 2003 the City of Round Rock became an urbanized community which prevented CARTS from using their rural funding to provide transportation in the City of Round Rock as it had for many years prior. Over the past 9 years CARTS has had the pleasure of providing service to the residents of Round Rock under an Interlocal Agreement with the City.
CARTS will continue to provide its regional Interurban Coach Services from Round Rock with scheduled route service to Georgetown, Taylor, Austin, San Marcos and connections in Austin to Burnet and Marble Falls. Medicaid Transportation services in the city of Round Rock will continue to be provided by CARTS under contract to the Texas Department of Health & Human Services, and our full service bus station at 402 W. Bowman Road will continue to be our hub for our Interurban Coach regional services, as well as Greyhound Lines and Arrow Trailways national freight and passenger services. Rural CARTS routes will also continue to bring people to Round Rock, so CARTS buses will still be a part of the community.
We will work closely with the City and Star Shuttle to make sure our respective services complement one another and that CARTS regional services extend the reach of the local service for trips outside of Round Rock. We do appreciate your patronage and will continue to be your gateway to regional connections.
